If younwanna race but not use ingame currency (non micro transactions) to buy cara go buy a switch and play mario kart. I would say that your best bet for a decent racing game on PS4 is The Crew 2, even with its bugginess.

Maximum power consumption when gaming is about 150 watts, so I would recommend at least a 250 watt inverter for the PS4 alone.
